Since 1984, lasers (and more recently IPL systems) have been regulated by the government because it is understood that lasers are hazardous devices requiring strict safety controls and properly trained operators.
From 1 October 2010 "cosmetic" treatments, including Laser & IPL, will no longer be regulated by the Care Quality Commission.
The CARE QUALITY COMMISSION (CQC) (previously the Healthcare Commission) regulates independent healthcare providers for many practises, including establishments operating Lasers and Intense Pulsed Light Systems (IPL). The aim of the Commission is to ensure safe, quality assured treatment and care, and to ensure that the service provider is always focused on the needs of its client.
IT IS ILLEGAL under the Care Standards Act 2000 as amended, for any person, whether individual or on behalf of an organisation, to operate a Laser or IPL (Intense Pulsed Light) system without first being registered by the CQC.

Registration with the CQC is an exhausting process for the service provider, but it guarantees that you, as a client, will receive a high level quality of treatment and care.
The report prepared by the Commission with regard to any registered user is available to members of the public and, therefore, gives you an insight into an organisation prior to arranging a consultation.
All registered establishments are under an obligation to provide access to this report.
